Russia sets conditions for talks with Ukraine and NATO

Russian Foreign Ministry spokesperson Maria Zakharova has outlined conditions for negotiations with Ukraine and for normalizing relations with the EU and NATO. She stated that attempts to speak to Russia in the language of blackmail are unacceptable. Zakharova also described the situation in Germany as a mental disorder and accused NATO of losing the last remnants of rationality while continuing escalation.
