Tokyo's account
Japan is surrounded by three nuclear-armed neighbours, all hostile and two of them at war or threatening one. China's military budget is four or five times Japan's and has grown every year for three decades. North Korea fires missiles over Japanese territory. A shield alone cannot stop salvos of hundreds of missiles, and America now asks its allies to carry more. Japan spends a smaller share of its wealth on arms than any of those who accuse it, under civilian control and a free press. It threatens nobody.
