Russia: Security

During April 2026, Ukraine continued its campaign of cross-border strikes targeting Russian military and economic assets. Ukrainian drone forces conducted attacks in Crimea, striking a Russian S-400 radar system, and targeted an oil terminal and port facilities in the Black Sea region. Russia reported successfully repelling some of these attacks. Separately, a Russian military plane crashed in Crimea, resulting in the deaths of all 29 people on board.

Russian authorities have condemned Ukrainian attacks, framing operations such as pipeline strikes as acts of terrorism. This forms part of Russia's diplomatic and informational efforts to characterize Ukrainian military actions as illegitimate. Domestically, a fire at the Moscow Higher Combined Arms Command School led to the evacuation of approximately 100 people, according to Russian state media. The Institute for the Study of War continued to publish its daily assessments of Russian offensive campaign operations throughout the first week of the month.
