Hungary blocks European Union loan for Ukraine at summit

Hungarian Prime Minister Viktor Orbán blocked a European Union loan for Ukraine during a summit of EU leaders. Other leaders, including Portugal's António Costa, criticized the move and tried to pressure Orbán to change his position, but he left the meeting without agreeing to lift his veto.

Ukrainian President Volodymyr Zelenskyy also attended the summit. Costa separately criticized Zelenskyy's tone during the discussions while condemning Orbán's blockage of the aid.
