Kazakhstan's leader proposes major political reforms and a possible new constitution

Kazakhstan's President Kassym-Jomart Tokayev has outlined a new political plan for the country. He presented the vision at a national assembly called the Kurultai.

Tokayev said the proposed parliamentary reforms are significant enough that they could lead to the creation of an entirely new constitution for Kazakhstan.
