The account of the Union's institutions and most governments
No member can manage this alone. People move on across open internal borders, so one country's failure becomes its neighbours' problem, and the answer to that is border checks inside the Union, which would end free movement. The pact gives fast decisions at the external border, shared responsibility and firm returns. It was adopted lawfully. Members that refuse it while demanding help at their own borders cannot have both.
